Of the more than 40,000 students who begin a degree at a South African university or technical collage each year, only 15 percent will ultimately graduate. Hobbled by their years in South Africa’s massively under-serviced public-school system, many find themselves unable to meet the academic demands of college-level courses. Meanwhile, a large number of students falter for an even simpler reason: They cannot pay.
